Combatting driving under influence of alcohol Kyiv, Lviv, Odesa
The Pitbull initiative was implemented by the Pitbull Kyiv non-profit organization together with the Patrol Police of the city of Kyiv with the support of the Community Policing Innovation Fund (CPIF) of the Police Training Assistance Project (PTAP), implemented in Ukraine by Agriteam Canada Consulting Ltd with the financial support of the Government of Canada.
The goal of the initiative was to bring together as many activists as possible to cooperate with the Patrol Police by conducting raids to combat drunk driving.
Goals of the Project:
Identify intoxicated drivers and inform the patrol police of such incidents. Implement live chat in the city (if it’s a small town) or a district. Attract to the chat all people willing to engage in community policing and enhance safety in their city (town); these may be representatives of occupations such as taxi drivers (who drive often and see a lot), operators at filling stations (as places possibly visited by offenders), and organizations motivated to cooperate with the police. Involve all willing people in “raids on drunken drivers”, conduct awareness-raising campaign among citizens and provide incentives for enhancing safety on the city’s streets within framework of community policing.
Results:
1. Setting up partner relations and consistent social interaction between the bodies of the Ministry of Internal Affairs of Ukraine (the patrol police) and citizens as to road traffic safety.
2. Creation of an effective mechanism for joint performance of tasks by the bodies of the Ministry of Internal Affairs of Ukraine (the patrol police) and citizens as to road traffic safety.
3. More instances of driving in the state of alcoholic intoxication detected and this helps to prevent more offences and will enable increased safety on Ukrainian roads.
4. Consistent work on detecting instances of driving in the state of alcoholic intoxication and regular coverage of such activities in mass media enable to avert such offences; these are preventive measures within framework of enhancing safety of road traffic.
5. Further coverage of Pitbull activities in mass media will allow to improve credibility of the MIA bodies and invite concerned people to engage in active interaction and partner relations, as well as in other activities dedicated to creating safe environment and counteracting crime, as provided in the Development Strategy for the MIA bodies for the period until 2020.
With the support of PTAP and the Government of Canada, "Pitbull" messenger chat groups were created for police officers and concerned citizens. At the time of the project implementation (2018), 10 thousand people were participants of these chats. Systemic management and outreach coordination in other cities by experienced coordinators (during business trips) made it possible to ensure effective multiplication of the project model, which led to a larger scale project.
