The Community, Government and Police Dialogue for Safety in the City initiative was implemented by the Community Fund of the city of Voznesensk and the Police of Voznesensk with the support of the Community Policing Innovation Fund (CPIF) of the Police Training Assistance Project (PTAP), implemented in Ukraine by Agriteam Canada Consulting LTD with the financial support of the Government of Canada.  

The purpose of the initiative was to establish effective communication between the police, the community, and local authorities to improve community safety.

Objectives:

  • Conduct research on the level of public safety and trust in law enforcement agencies, while identifying safety problems in the community
  • Raise the level of awareness of residents about the work of the police
  • Establish a dialogue and effective communication between the police, local authorities, and the community in order to identify safety problems and develop joint action plans.

Results:

  •  A creative dialogue platform for 30 representatives of various stakeholders (police, government, community, business) was created to develop joint solutions for cooperation between government, community and police and implement them for the purpose of preventing administrative offences and ensuring compliance with urban improvement rules. In the future, the platform is expected to provide a basis for discussing and resolving other problems related to prevention of offences and maintenance of the public order.
  • About 10,000 city residents were informed of urban improvement rules, sanctions and authorities of the police, local government and community organizations in this area, as well as mechanisms for cooperation with residents in preventing administrative offences.
  • Basic analytical data were collected to assess public awareness and confidence in the police, local authorities and community organizations as regards compliance with urban improvement rules by conducting surveys, which will provide a foundation for further assessment of social effects of activities conducted by such entities.
  • Mechanisms for cooperation between government, community and police were developed to ensure compliance with urban improvement rules.
  • An on-line dialogue with the community through social media was established to collect data on places where administrative offences are most frequently committed in the city.
  • An off-line dialogue between the community and representatives of the police and local authorities was started by holding 10 local meetings with citizens. Information on the problems, faced by residents, and possible solutions, including those based on a partnership, was collected.
  • A joint plan of actions in the area of compliance with urban improvement rules was developed in cooperation with government, police and community and submitted in the form of recommendations concerning the municipal programme.
