Joint actions of the police and the communities in Luhansk region

The Community and Police of the Luhansk region: Together for a Safe Future, Joint Action on Crime Prevention and Reduction initiative was implemented by the Eastern Ukrainian Center for the Development of Local Democracy together with the police with the support of the Community Policing Innovation Fund (CPIF) of the Police Training Assistance Project (PTAP), implemented in Ukraine by Agriteam Canada Consulting Ltd with the financial support of the Government of Canada.

The purpose of the initiative was to create sustainable communication between the police and the communities in Luhansk region through the introduction of effective mechanisms of interaction and increased trust of the community in the police, identifying the main safety needs in communities in order to develop long-term joint actions to prevent and reduce crime in the region.

Outcomes:

  • Increased understanding and trust between the police, the public, and residents of Luhansk oblast.
  • Strengthened level of participation of local residents and non-government organizations in enforcing the law and bringing order as well as coordination of joint actions with the police.
  • Identified key safety issues in three communities.
  • Increased level of public influence on decision-making regarding safety and public order
  • Introduced accountability practices in police activities towards to their communities.
  • Formed strong ties between community residents and the police to ensure law and order and coordinate actions in the region.
